On 7 October 2023, Hamas-led armed groups attacked southern Israel, killing about 1,200 people — most of them civilians, including at the Nova music festival near Re'im and in kibbutzim such as Be'eri — and taking 251 hostages into Gaza, per figures cited by Human Rights Watch and AFP. The UN Commission of Inquiry (June 2024) and Human Rights Watch ("I Can't Erase All the Blood from My Mind," July 2024) found the attack involved war crimes and crimes against humanity, and on 21 November 2024 the ICC issued an arrest warrant for Hamas military commander Mohammed Deif — the same day as the Netanyahu and Gallant warrants — for crimes against humanity and war crimes including murder, extermination, hostage-taking, and sexual violence.
