Eiland, a retired IDF major general and former National Security Council chief, authored the October 2024 "Generals' Plan" to give northern Gaza's roughly 300,000 residents one week to leave before the area was sealed under "full and tight blockade" — cutting food, water and fuel so those remaining, treated as combatants, would "either have to surrender or to starve" — and in a November 2023 Yedioth Ahronoth op-ed wrote that "epidemics in the south [of Gaza] will bring victory closer and will decrease casualties among IDF soldiers," a statement 15 Israeli public-health experts condemned as advocating the weaponization of disease. His statements were cited in South Africa's 29 December 2023 ICJ genocide application as evidence of genocidal intent, and although the plan was never officially adopted, Israeli reserve soldiers told Haaretz in October 2024 that "the Eiland Plan is being promoted by the IDF" during the siege of Jabalia and north Gaza — while no court has brought proceedings against Eiland personally.
