ICC Pre-Trial Chamber I found "reasonable grounds to believe" that Netanyahu bears criminal responsibility as a co-perpetrator for the war crime of starvation as a method of warfare and the crimes against humanity of murder, persecution, and other inhumane acts in Gaza (covering conduct from at least 8 October 2023 to at least 20 May 2024), and his 28 October 2023 exhortation to troops to "remember what Amalek has done to you" is cited in South Africa's ICJ genocide application as evidence of genocidal intent. The ICC issued an arrest warrant for him on 21 November 2024 — obligating all 125 states parties to arrest him on their territory — while the ICJ genocide case in which his statements are cited remains pending.
