As IDF chief of staff commanding the Gaza campaign from October 2023 to March 2025 — the period in which +972 Magazine, Local Call, and the Guardian documented the "Lavender" and "Where's Daddy?" AI targeting systems, with intelligence sources describing pre-authorized allowances of 15–20 civilian deaths per junior Hamas operative — Halevi said in a recording published by Ynet in September 2025 that the IDF had killed or wounded more than 200,000 Palestinians, that "we took the gloves off from the first minute," and that "not once has anyone restricted me." He is named, alongside Yoav Gallant, Israel Katz, and Eyal Zamir, in a universal-jurisdiction criminal complaint filed in May 2026 with the Wrocław District Prosecutor's Office in Poland — announced by the Hind Rajab Foundation — alleging genocide, crimes against humanity, war crimes, and starvation as a weapon of war; he is not subject to an ICC arrest warrant and resigned in March 2025 citing the October 7 failures.
